Traffic wardens and parking attendants (civil enforcement officers)
Civil parking enforcement allows us to enforce regulations. This ensures everyone parks correctly and safely where restrictions exist.
If there is a line or a sign that bans people from parking, we can take action.
Civil enforcement officers, make sure everyone follows these rules, which help:
- reduce traffic congestion
- create safer roads for pedestrians, cyclists, mobility vehicles, etc.
- improve access for public transport
When we can't take action?
If there are no regulations in place, we can't do anything. For example, when cars park on a grass verge or pavement.
The police can deal with obstructions on the highway where there are no regulations.

Video cameras worn by civil enforcement officers
We want to create a safe, respectful environment for everyone.
Sometimes disputes can occur when we are enforcing regulations.
To help prevent or settle disputes, our officers wear cameras to record any incidents.
The cameras record only when a Penalty Charge Notice is issued or if an officer feels threatened.
Civil enforcement officers should announce when they activate their camera. This makes it clear an interaction is being recorded.
If you want to view recorded footage, you can complete a subject access request (SAR).
This must be completed no more than 31 days after it was filmed.
Recordings older than one month are usually deleted.
What is a subject access request and how do I complete one?
Subject access allows people to find out what personal data we have about them.
Recorded footage that is "non-evidential" will be deleted after 31 days.
