Public registers

The public can view different council registers during the following times.

Food business register

Most food businesses trading in the county are required to be registered with the council under the Food Premises (Registration) Regulations 1991.

The public can view a copy of this register by contacting the Public Health Protection Unit on:

Permitted industrial process

We issue permits for a variety of industrial processes under the Environmental Permitting (England and Wales) Regulations 2010 (as amended).

Local authority integrated pollution prevention & control (LA-IPPC) and local authority pollution prevention & control (LA-PPC) register

The Environmental Permitting (England and Wales) Regulations 2016 (EPR) replaced the pollution control regime set up under the Pollution Prevention and Control Regulations 2000. This legislation means we now keep a register to include copies of each application for an LA-IPPC and LA-PPC process. It also states that we should provide:

  • Copies of any permit issued
  • Any amendments or variations to it
  • Any monitoring information maintained to demonstrate compliance with the permit

Integrated pollution prevention & control (IPPC) register

Integrated pollution prevention and control is a control system for potentially the most polluting or technologically-complex industrial and other processes.

The register contains information about industrial processes which could cause significant pollution to air, land and water.

It includes copies of each application, the permit issued, any amendments made to it and any monitoring information submitted as a requirement.

Chemical release inventory

The Environment Agency can supply integrated pollution prevention and control permits as well as radioactive substances permits. The chemical release inventory contains details on issuing both, including:

  • operator name
  • locality by county and district council
  • the type and subtype of industry
  • limits imposed on particular substances
  • actual releases of substances
  • any unauthorised release of substance

Register of industrial works - the air register

The register contains details of industrial processes with the greatest potential to cause air pollution, including:

  • company details
  • the nature of the work they do
  • a description of the source, nature and amount of any noxious or offensive substance that may be emitted

The pre-1989 air register

The register applies to works registered before 1989 and contains details of industrial processes with the greatest potential to cause air pollution, including:

  • name and address of premises
  • name and address of the owner of the works
  • name of the local authority in whose area the works is situated
  • the date when the works was erected

Register of improvement & prohibition notices having environmental implications

The register contains copies of improvement and prohibition notices. These notices require employers to correct breaches of law that have environmental implications and details include:

  • name and address of premises on which the notice was served
  • alleged statutory breach
  • action required
  • date by which action must be taken

Relevant legislation: Environment and Safety Information Act 1988, in respect of the Health and Safety at Work Act 1974, Food and Environment Protection Act 1985 and Fire Precautions Act 1971.

Houses in multiple occupation

The Housing Act 2004 requires every local authority to maintain a public register of premises licensed as a house in multiple occupation (HMO).

Motor vehicle salvage operators

The Scrap Metal Dealers Act 2013 brings together the Scrap Metal Dealers Act 1964 together with Part 1 of the Vehicles (Crime) Act 2001, which means you now only need a scrap metal dealer's licence. You will need to apply for a site licence to operate as a motor salvage operator.

Petroleum licensing register

All notices served under the Regulatory Reform (Fire Safety) Order 2005 by the authority are recorded on a public register.

This is available for viewing at Northumberland Fire and Rescue Service's brigade headquarters at West Hartford Business Park, Cramlington, NE23 3JP, from 9am to 5pm, except on public holidays.

Premises approved for civil marriages & civil partnership formations

The register of all premises in Northumberland approved for civil marriages and civil partnership formations is available to view between 8.30am and 5pm, Monday to Thursday, and 8.30am and 4.30pm on Friday at:

Licensing Act 2003

The council is required to maintain a number of public registers under the Licensing Act 2003. These relate to the sale and supply of alcohol and the provision of regulated entertainment.
